Diese Theorie von Ricardo ist noch heute die einflussreichste Theorie über den Welthandel. Mit ihr wird Freihandel gefordert und begründet.
Kein Land der Welt unterschrieb mehr Freihandels- und Vorzugsabkommen als die Vereinigten Mexikanischen Staaten. Die Nafta ist die Freihandelszone zwischen den Vereinigten Staaten von Amerika, Mexiko und Kanada. Sie trat am 1. Januar 1994 in Kraft. Die zentrale Fragestellung der Arbeit lautet: „Welchen Einfluss hatte die Nafta auf die ökonomische Wohlfahrtsentwicklung in Mexiko?“ Laut den klassischen und neoklassischen Freihandelstheorien steigt durch die Einführung von Freihandel die Wohlfahrt aller daran beteiligten Länder. Demnach müsste sich seit 1994 in Mexiko die Wohlfahrt erhöht haben. Die Arbeitshypothese lautet demnach: Die Nafta hatte einen positiven Einfluss auf die ökonomische Wohlfahrtsentwicklung in Mexiko. Die Hypothese wird folgendermaßen überprüft:
Im zweiten Kapitel wird gezeigt, wie Ökonomen Wohlfahrt definieren und wie diese ihrer Ansicht nach gesteigert werden kann. Um eine operationale Beurteilungsbasis für die Beantwortung der zentralen Fragestellung zu haben, werden Indikatoren festgelegt, anhand derer die Wohlfahrtsentwicklung in Mexiko untersucht wird. Warum durch Freihandel laut den klassischen und neoklassischen Freihandelstheorien die Wohlfahrt aller daran beteiligten Länder steigt, wird im dritten Kapitel erklärt. Im vierten Kapitel wird gezeigt, warum erst ein Wandel der mexikanischen Wirtschaftspolitik die Gründung der Nafta ermöglichte. Im fünften Kapitel wird geprüft, inwiefern die mexikanischen Erwartungen vor Nafta-Gründung durch die im dritten Kapitel vorgestellten Freihandelstheorien gedeckt waren. Zusätzlich wird der Vertragstext vorgestellt und überprüft, welche Folgen einzelne Vertragsinhalte laut den Theorien haben müssten. Die wirtschaftliche Entwicklung Mexikos anhand der im ersten Kapitel festgelegten Wohlfahrtsindikatoren, wird im sechsten und im siebten Kapitel untersucht. Es wird überprüft, in wie weit sich die Veränderung der ökonomischen Wohlfahrt seit Einführung der Nafta durch die klassischen und neoklassischen Freihandelstheorien erklären lässt.
